How we enabled TasPorts to expand its port facility

We supported TasPorts via a risk workshop, market sounding and procurement strategy development.

TasPorts faced the opportunity to expand its port facility, but required it to remain operational during its expansion. TasPorts required the procurement of various contractors and specialist manufacturers to expand its operating port facility, and requested assistance to run a risk workshop and subsequently develop the refined procurement strategy for the project.

Our team assisted by:

  • Facilitating a risk workshop with all the relevant stakeholders to ensure all risks were captured and there was a corresponding mitigation or management strategy identified for each risk.
  • Developing the procurement strategy with our legal colleagues.
  • Developing the market sounding approach, in collaboration with TasPort’s project management advisors, including documentation and questionnaire.
  • Preparing a procurement documentation roadmap with our legal colleagues.

Key to success was the integration of our Infrastructure Consulting team with our construction and property legal teams, particularly in relation to property-related matters such as leasing arrangements, the development of the procurement strategy and development of the contract model to support the business case.

We assisted the Northern Territory Government’s Territory Families with the procurement of Intensive Therapeutic Residential Care and Medical and Allied Health Specialist Services.

The Northern Territory Government’s Territory Families was transforming the Out of Home Care system in the Northern Territory, to deliver child and family centric services and therapeutic outcomes.

We provided our traditional legal and infrastructure consulting services to provide Territory Families with strategic, legal, transactional, technical and commercial services for the procurement of Intensive Therapeutic Residential Care and Medical and Allied Health Specialist Services.

Our work included:

  • Developing the Call for Expression of Interest and Request for Tender documentation for Intensive Therapeutic Residential Care
  • Providing financial support in the development of the cost model and payment mechanism for Intensive Therapeutic Residential Care
  • Developing the Request for Tender documentation for the panel contract to provide Medical and Allied Health Specialist Services
  • Providing strategic, transactional, technical and commercial advice for
    both procurements

Key to success was the requirement to effectively communicate with diverse stakeholders and draw on experiences from other jurisdictions. We developed the suite of go-to-market documentation for two procurements to meet the tight timeframes required.

When the NSW Government needed a dedicated transaction manager support team to help them evaluate and report back on an unsolicited proposal, we stepped in.

The NSW Government received an unsolicited proposal for an infrastructure project. They needed transaction management and support to help them complete an evaluation of the proposal and provide a report to the project Steering Committee.

We helped the NSW Government evaluation panel with assessment, recommendations and supporting the development of their evaluation report to the Steering Committee for the project. Our support included:

  • Reviewing the approved documentation from the client’s Steering Committee regarding the framework for the evaluation and unsolicited proposal process
  • Tailoring the process and evaluation documents to meet the established requirements
  • Meeting with the client evaluation team to identify key milestones and issues, develop evaluation process documentation and set key interim milestone evaluation panel sessions with the team
  • Creating effective 'book ends' around the process to ensure probity and decision making governance was in place, appropriate documentation was prepared for each evaluation panel meeting and robust process was implemented to enable signoff on the evaluation and recommendation to the Steering Committee.

Key to success was the short response time and effective governance and risk management, enabling a quick and effective outcome.
